The landmark site in Apsley, which offers educational visits to schools and other groups, is also cutting some drop-in sessions and group visits.

Members of the Apsley Paper Trail Trust blame the cuts on a funding issue arising from the sale of land to Dacorum Borough Council.

Jacky Bennet, co-chair of trustees, said: ”We are devastated that we will have to lose such loyal and experienced staff.”

The trust sold land, valued at £2million, to Dacorum Borough Council in 2013.

The authority made an initial payment of 60 per cent, with the rest paid on the condition of a successful planning permission application being obtained before this November.

However, the charity has not been granted planning permission by the council, leading the trust to accuse the authority of “unethical behaviour” and have called for an extension of the November deadline.

Derek Pullen, co-chair of the trust, said: “The trustees feel the council should honour its contractual and moral obligations.”

The council have blamed the trust for the failure to obtain planning permission, saying: “The full stated contract price for this site has been paid.”
