David Taylor MP hands local SEND report to Education Secretary

David Taylor MP, Member of Parliament for Hemel Hempstead, has personally handed his comprehensive constituency SEND report – representing the voices of more than 100 local families, parents, carers and teachers – to the Education Secretary, Bridget Phillipson MP.
The report draws on responses from 119 participants across local schools and settings, exposing long delays, poor communication and a constant battle for families to secure the support their children need.
In her detailed response dated February 3, the Secretary of State thanked Mr Taylor for amplifying local voices within the national SEND conversation. She highlighted Labour’s reform commitments, including:
- £200 million for the most ambitious teacher training programme in UK history, equipping all educators with SEND expertise from next year
- At least £3 billion in high needs capital funding (2026-2030) to create specialist places and adapt mainstream schools
- Over £500 million for up to 1,000 Best Start Family Hubs by 2028 – with hubs confirmed for Hertfordshire – as early intervention "front doors" for families
David Taylor MP said: "Handing this report directly to Bridget Phillipson was a key moment for Hemel Hempstead families who have trusted me with their stories.
Parents, carers and teachers have been clear they want a system built on compassion, training and understanding – not another fight to be heard. Their experiences are now helping shape national reforms."
Hertfordshire ranks third-lowest funded per pupil for High Needs, and Mr Taylor continues to lobby Ministers for the fair funding the area deserves.
Mr Taylor is committed to advocating to Herts County Council on behalf of local families, alongside continuing his school visits and meeting parents to understand challenges on the ground.
