Kyle Eugene Martin Garrett, 23, Coleridge Crescent, Hemel Hempstead. Drove a moped without valid licence, insurance or MOT and caused damage to another vehicle in Hemel Hempstead on July 21. Six points on licence, fined a total of £257, £20 victim surcharge and £85 costs.
