Officers from the Dacorum Scorpion unit stopped a silver Vauxhall Meriva on Two Waters Road on Monday, June 8.
Police seized drugs, phones and money from the car.
Durim Xheleshi, 38, of no fixed abode, was charged with possession of class A drugs and is due to appear at St Albans Magistrates Court on Friday, July 17.
