Out of form Sarries lose 7 in 8 games
Saracens suffered a seventh loss in eight matches away to Leeds on Sunday.
The result saw Leeds lift themselves from the bottom of the Premiership and ensured Sarries remain third.
Saracens took the lead on seven minutes when the home side gave away a penalty converted by Hougaard.
The hosts then scored a drop-goal and, on 30 minutes, Hougaard extended the lead to 9-0.
A break from Kameli Ratuvou resulted in the ball finding Hougaard, who dropped into the pocket to score.
Leeds' 19-year-old Joe Ford missed two penalties in the opening period, but was on-target to pull three points back before half-time.
In the second half, Saracens suffered some scrummaging woes when Leeds were awarded a penalty for the Sarries front row standing up.
Ford converted to take the three points before Brad Barritt forced a penalty at the breakdown and Sarries restored their lead.
Leeds started to look the livelier of the two sides, showing more hunger and danger in their play and using their offloading tactics to good effect.
A move which bypassed a number of players saw Saracens unable to slow the ball down and Lee Blacklett score a try.
Ford then converted again to give Leeds the advantage.
A heated finish to the match saw both of the teams' hookers go into the book.
With both teams down to 14 men, the in-form Ford was afforded the space to strike a long-range drop-goal to extend his side's lead and wrap up the win for Leeds.
The home side frustrated Saracens to see out the rest of the match.
