Green residents may not be allowed to use a new £2million recycling centre.
People living in Tring could be turned away from the Aston Clinton site
because it is owned by Bucks County Council not Herts.
The town's own recycling site in Tringford Road is due to close in October this year.
Bosses at Herts County Council pledged to keep it open until the new state-of-the-art venue, which opened to the public on Monday, is fully up and running.
But now they have revealed Tring residents could be barred from using it.
Spokesman for the council Jo Brown said: "Unfortunately we cannot give any assurances that Herts residents can use a facility that is owned and operated by a neighbouring authority.
"The decision to close Tring was made with the knowledge that there is
adequate provision of kerbside recycling and further facilities at Berkhamsted's Household Recycling Centre.
"While we appreciate that Aston Clinton is closer, the Berkhamsted facility has the capacity to accommodate the waste that is currently taken to Tring."
Bucks County Council spokesman Richard Wells said: "There is no agreement yet between Bucks County Council and Herts County Council over the use by Herts residents of the new recycling centre at Aston
Clinton. Until an agreement is made, the centre is for the use of Bucks residents."
