The week in history March 4
The week in history for March 4, 2009.

Employment especially in the building trades has been interfered with by the wintry weather this week.
The Lower Kings Road, Berkhamsted, improvement has been at a standstill and conditions are sorely felt by the unemployed in the town.
On Monday evening with the temperature much below freezing point, flashes of lightning were seen and most unusual weather experienced.
Berkhamsted was visited by a blizzard on Tuesday night and at an early hour the streets were deserted.
Roads covered with snow and frost have made it very difficult for horse-drawn vehicles to get about, great care having been exercised to prevent mishaps.
Despite the severity of the weather it did not prevent enthusiastic anglers who have been seen out with their fishing rods.
Mr T.E.Clarke of 23 Station Road, a keen follower of the pastime, fishing at Winkwell, was successful in landing a fine pike, turning the scale at 7lbs.
Three men were charged with refusing to work at the Berkhamsted Workhouse on March 2.
The porter at the Berkhamsted workhouse, said that the defendants were admitted together on Monday evening and informed what their task would be, upon which they made no comment.
On Tuesday morning when the witness visited the ward there was apparently a combined movement to refuse work and all three men were talking together.
All the men refused the work when it was given to them and complaints were made about the diet and the heat of the wards.
Witness gave them an hour to change their mind and then reported it to the Master and sent for the police.
All the defendants were sent to St Albans gaol for seven days imprisonment with hard labour.

The Gade and Goose, the new Chesham & Brackley public house in the Gadebridge neighbourhood of Hemel Hempstead will open on Friday next, March 13.
The application for the final confirmation of the provisional licence in respect of the premises was granted at last week's Hemel Hempstead Magistrates' Court when the full transfer of the licence from Mr Andrew Morton and Mr Richard Smith was made to Mr James Dugdale and Mr George McKenzie Graham.
An official opening ceremony will take place on March 13.
Nearly half a century has elapsed since Apsley Village Club held a club dinner.
The members have no intention of letting another 49 years pass until the next time however.
"This will be the first of many future dinners I hope" said the President, Mr D.V. Bonsor.
There is no evidence of lack of practice on the part of the Entertainments' Committee.
They had made a real success of the dinner and deserved the congratulations the president extended to them.
Teeny tots to grandparents joined in pancake races at Potten End to help the village play group.
The event raised 60 - fundraising was being stepped up in the attempt to have a new building for the group.

The Dacorum District Council will not be responding to a plea to support the Campaign for Freedom of Information.
Members of its Policy Committee decided last night simply to "note" the request.
Chairman Councillor John Buteux said that he thought Dacorum was already "fairly free" with information and fellow Conservative Councillor Robert Peake thought the campaign was "a one sided effort" aimed only at local and central government.
"The Press is about the biggest hypocritical lot I have ever met anywhere" he declared.
