Tapas may be back on the menu for Hemel Hempstead as a Spanish restaurant makes a second bid to open in the town centre.

Planning bosses turned down an application for change of use at the former Zoom The Loom shop over a Dacorum Borough Council policy that says retail units should not be changed into restaurants.

But an amended application has been submitted this month proposing less serving tables and more over-the-counter deli products in a move to make the eaterie more retail than restaurant.
